I have totally been there (for the procrastinating part if not quite all the other escapades). I even put the tabs on the wrong car one year (but it was my OTHER car, not some stranger's lookalike car) and boy howdy does THAT create a mess! So do not take this as in any way condescending or judgmental.
But... you can avoid all of this by simply applying for new tabs online. If you get in the habit of doing this within minutes after receiving the notice that your tabs need renewing you won't have time to start procrastinating, and it only takes about 5 minutes.
Unfortunately you DO have to make an in-person appearance at a DMV office to renew your drivers license, which I procrastinated prodigiously until it was very nearly too late. And yes, the lines at the DMV are LONG right now. I waited 2 hours for my number to come up.
