In the last couple of days, I've noticed that my mouseover text -- the kind that every xkcd comic has, for example -- is only showing for a fraction of a second, which isn't long enough for me to read it.

I'm seeing the same thing -- I assume for the same reason -- when I mouse over an emoji to see what it's supposed to be.

Any idea what's causing it, and if there's any way to fix it?

At least in the case of XKCD, the mouseover text is in the title attribute of the HTML image element (<img>). So if it's not behaving it's nigh-certainly a browser problem.

Sometimes restarting the browser will help; sometimes updating the browser will help. (Every now and again an automatic update happens where things don't work properly until the browser as a program gets restarted. You've got old-version code in memory trying to use new-version libraries and it doesn't quite function correctly.)
